For years, an Oregon addiction treatment center offered Native Americans from across the country a path to recovery — only to send those who left the program early to the streets of Portland without a way home, a KGW investigation uncovered.

Medicine Wheel Recovery Services, a nonprofit based in St. Helens, about a 40-minute drive north of Portland, offers addiction and mental health programs for Indigenous people. The program is known for flying patients in from the Midwest and the Great Plains Tribal Network.

However, patients who didn’t finish the program weren’t provided transportation home. Instead, they were given a one-way bus ticket to Portland, where some ended up homeless, city officials found.

“Portland was being used as a dumping ground,” Portland Mayor Keith Wilson said in an interview with KGW. “That is absolutely heart-wrenching.”

Portland leaders said Medicine Wheel reported discharging 1 to 5 people a month via buses to Portland across seven years, from 2018 through 2025.

If accurate, that means the organization could have discharged up to 420 Indigenous people to Portland’s streets, potentially contributing to the disproportionate number of homeless Native Americans in Portland.
