He told them all too rightly that the West offered not enough water to reclaim by irrigation more than a tiny fraction of its land. Their dreams of a verdant West needed to be tempered and shaped to reality. Powell might as well have told them the Earth was flat. The senators were outraged.
He had brought a map to explain—one of the profoundest such documents ever created in American history. The “Arid Region of the United States” features the western half of the United States, the territory carved up in a jigsaw-puzzle riot of color. Shapes of various sizes, some half the size of states, are colored in oranges, greens, blues, reds, yellows and pinks. It’s a visually stunning.
At first glance, one is captivated purely by its aesthetic. But the significance of a well-designed map—as this one certainly is—comes from the powerful perspective it imparts. Contained within such maps lie reams of fact, conclusions and assumptions, which can often persuade its viewers to confront new, sometimes revolutionary, ways of taking in the world.
Powell’s map, assembled under his direction by USGS cartographers, reveals the western half of America separated into watersheds, the natural land basins through which water flows. Each patch represents a watershed—a hydrographic basin—where all rainfall drains into a common outlet.
Powell understood that a mountain ridgeline determined the flow of water into larger rivers and finally into the sea. Two drops of rain hitting the ground only inches apart along the Continental Divide, which runs along the crest of the Rockies, could travel far different directions. One raindrop might eventually reach the Pacific, while the other could flow into the Atlantic or Arctic oceans.
This marked the first time that a map had been used to visualize a complex intersection of geographical factors—integrating water and land into a nuanced understanding of the Earth’s surface. It was the country’s first ecological map, building on, but pushing far beyond, earlier efforts that century.

All of this should obviously have been stopped as soon as we had minute indications of serious adverse events in the pharmacovigilance data, and the presence of several plausible mechanisms of harm should be the end of the discussion.
But perhaps they really are that incompetent.
Perhaps Rintrah’s outlook is in this case correct. That these are not serious people, that “it’s like they’re not really trying to think, but rather, they’re trying to gather the words they like and then they try to find some sort of rhetorical string to tie them all together with.”

Takers take more than what they need, kill animals or even humans who get in their way or encroach upon what they want for themselves. Takers disrupt the natural order of things — damming up rivers, cutting through forests, and flooding valleys to create what they want.
I’m sure it’s not hard to identify who the Takers and Leavers have been throughout modern history. I’m sure you can call to mind recent examples.
Leavers usually only ask to be left alone, for Takers to leave them as they found them and for them to be able to live their lives in Leaver fashion. Takers, by nature or choice, can’t seem to stop taking.”

March 04, 2007 — “Grain of Truth”
You probably remember Winona LaDuke as the two-time Green Party vice presidential candidate, running with Ralph Nader in 2000 and 2004. You probably didn’t know that she’s an enrolled member of the Anishinaabeg Tribe from the White Earth Reservation in Minnesota, where she’s locked in another tough battle — this time against huge multinational corporations that want to change her tribe’s traditional way of life.
At three engagements in Spokane last week, and in some private interviews, LaDuke talked about the need to defend native peoples’ rights to the Earth. And this epic debate can fit into a single grain of wild rice — the Manoominike-Giizis strain, or the “wild rice moon” grown by her people for many generations.
This small grain of plant life serves as a microcosm of the entire sustainability challenge we all face: making sure future generations — all peoples and all species — will have a planet worth living on with ecosystems and resources to achieve spiritual and material prosperity.
LaDuke has proven to be so much more than a media darling — she’s a spiritual guide for her tribe and for the thousands she’s come across along her journey. Mixing humor with a shaman’s intensity, LaDuke has written books like All Our Relations and Recovering the Sacred.
LaDuke sees the Minnesota reservations’ practice of harvesting wild rice as vital:
“The wild rice harvest of the Anishinaabeg not only feeds the body, it feeds the soul, continuing a tradition which is generations old for these people of the lakes and rivers of the north.”
It struck me last week while spending time with LaDuke that her tribe’s battle to keep their wild rice wild, free from genetic manipulation, is a much more far-reaching illustration of what sustainability activists consider the struggle of our times: How to create an America that respects the land.
Many of us think along systemic lines, attempting to understand the steps the globe probably has to take to solve the collapsing systems, both environmental and societal. Yet we need reminding that this struggle to work with a burgeoning global human population — 9 billion by 2050 at the current 1.2 percent growth rate — needs nudging from storytellers like LaDuke.
Her struggle — our struggle — is tied to the biodiversity of wild rice, a sacred food. There are more than 60,000 acres of natural wild rice growing throughout the lakes and rivers of her tribal lands. But there are troubling parallels drawn to what’s happened to the sacred corn of Mesoamerica at the hands of the agri-business multinationals, where corn has been patented, controlled and even turned into what some call Frankenfood.
Domestication and genetic modification of wild rice threatens the genetic integrity of this plant. For more than 30 years, plant breeders have developed wild rice for commercial paddies. So today, most of the wild rice on the market comes from these paddies, almost 70 percent of it from California. “Millions of pounds of California wild rice comes into [Minnesota] to be processed,” says LaDuke, “some of that rice, if genetically engineered, would irreversibly contaminate our manoomin.”
LaDuke’s tenacity in understanding the sacred and reclaiming the wholeness of her people’s food is a valuable lesson for our times. She’s up against the juggernaut of Monsanto and Dupont, the largest seed companies in the world. Monsanto has spent $8 billion in the last few years buying up United States seed companies, while Dupont purchased Pioneer, the second largest seed company in the world.
“This concentration of control over world seed stocks is alarming to farmers on a worldwide scale, especially considering that the closer seeds seem to be held, the fewer there are.”
LaDuke puts all of our struggles into a feedback loop, connecting wild rice in Minnesota to sustainability in Spokane with the goal of creating a more independent, safe and stable food supply. “However you cut the statistics,” LaDuke says, “from the villages of India to the villages of northern Minnesota, there is a marked loss in worldwide biodiversity, and a closer hold on who controls the remaining seeds of the world.”
This issue of control took me back 32 years, to the time I was a newspaper reporter in the middle of a struggle for the soul of a mountain.
Environmentalists were trying to stop my school, the University of Arizona, from building roads and locating a large mirror telescope on Mount Graham, a 10,000-foot sky island sticking out of the Sonora Desert. Mount Graham was named after a white man who rode through the area many years ago, a Colonel James Graham, but for generations the San Carlos Apaches had referred to the entire range as “Pinaleno,” meaning “many deer.” It’s the holiest place for the Apaches, who acquire the power to become medicine men and women through singing and collecting herbs and water on that mountain.
Despite the importance and traditional use of the place, roads were cut and the telescope went up. LaDuke and I talked about that struggle, and she shared many similar struggles currently unfolding in Indian Country and elsewhere.
LaDuke’s power is in her ability to unearth the history of Native people’s struggles — and how that history is relevant today. There has been a lost connection between how the land should be used and how it actually is used — from wild rice in Minnesota to telescopes in Arizona. Reconnecting with the land is another step in the process, as her book puts it, of reclaiming the sacred.

Previous research has shown that high fructose corn syrup (HFCS) impacts the brain in a way similar to addictive drugs. It triggers a response in the brain’s reward system circuitry that leads to continued cravings, in much the same way as a narcotic. These similarities have led researchers to wonder whether diets high in HFCS may play a role in opioid dependence.
You know junk food doesn’t make you feel your best, but why is it so hard to quit?
“This gets into the wonderful world of the science of food,” Shayna Komar, a licensed and registered dietitian at Thomas F. Chapman Family Cancer Wellness at Piedmont, shares about the truth about processed food and why it’s so hard to stop with just one serving.
“Processed foods are mainly salt, sugar, fat and preservatives — all of which create a combination of different sensations in your mouth. Your brain is involved as well. Foods that rapidly vanish or ‘melt in your mouth’ signal to your brain that you’re not eating as much as you actually are. Forget the Xbox. The U.S. Air Force wants kids to play a game to help it locate future airmen.
The strategy is “taking advantage of something that’s already been invented. It’s called the Internet, and it’s called big data,” said Lt. Gen. Steven Kwast, head of Air Education and Training Command.
The service has been collecting data to develop an online game for high school kids. They would play anonymously, identified only by an IP address, Kwast said. The service would collect data without violating their privacy, he added.
“If they’re interested in flying and they see this game the Air Force has … if I find a 15-year-old kid that’s just brilliant, I’ll probably send a message to that IP address saying, ‘Go tell your mom and dad that you are special and that I will offer you a $100,000 signing bonus and I will send you to Harvard for four years for free,’ ” Kwast told reporters during a breakfast Thursday in Washington, D.C.

Criminal Records Check and Fitness Determination/ OAR 125-007-0200 to 125-007-0330/ Status: Permanent rules effective 1/14/2016
Overview:
The Oregon Department of Administrative Services (DAS) implemented statewide administrative rules related to certain aspects of criminal records checks on January 4, 2016 (ORS 181A.215).
These rules streamline the criminal records check process for all of Oregon. They provide guidelines for decreasing risk to vulnerable populations from people who have access or provide care.
ODHS and OHA background check rules have been updated to follow DAS rules, while maintaining specific requirements needed for ODHS and OHA employees, contractors, volunteers, providers and qualified entities.
Keystroke technology is a software that tracks and collects data on employees’ computer use. It tracks each and every keystroke an employee types on their computer and is one of a few tools companies have to more closely monitor exactly how staff spend the hours they are expected to work.
Newer features allow administrators to also take occasional screenshots of employees’ screens.
One firm providing the tools is Interguard, which uses software allows administrators to view logs of employee computer use data, including desktop screenshots of employee activity. It also alerts administrators when certain employees’ computer activity diverts from their normal patterns.
In forced arbitration, a company requires a consumer or employee to submit any dispute that may arise to binding arbitration as a condition of employment or buying a product or service. The employee or consumer is required to waive their right to sue, to participate in a class action lawsuit, or to appeal. Forced arbitration is mandatory, the arbitrator’s decision is binding, and the results are not public.
As more and more workplaces return to work in the next few months, these social distancing monitors are likely to become a minor boom industry of their own: Bloomberg News hasreported that Ford planned to enforce social distancing by having its workers wear RFID wristbands, developed by Radiant RFID, that would buzz when a worker got too close to a colleague and would also provide supervisors with alerts about employees who were congregating together in larger groups. Another company, Guard RFID, published a blog post detailing how its technology could be used for “infection control in the workplace,” including through the use of wearable RFID tags that would “alarm when tagged individuals come within close proximity to each other.” (Guard RFID and Radiant both declined to comment on their ventures into social distancing solutions.)
“A lot of tracking of workers happens under the rubric of worker safety or ensuring that workers are not injuring or hurting themselves,” she said. “But the boundaries between that and using the data in ways that are punitive or negative are hard to establish.”
A Wisconsin company is offering to implant tiny radio-frequency chips in its employees – and it says they are lining up for the technology.
The idea is a controversial one, confronting issues at the intersection of ethics and technology by essentially turning bodies into bar codes. Three Square Market, also called 32M, says it is the first U.S. company to provide the technology to its employees.
The company manufactures self-service “micro markets” for office break rooms. It said in a press release that obtaining a chip is optional, but expects that about 50 employees will take part.
CEO Todd Westby said that the company believes the technology will soon be ubiquitous:
“We foresee the use of RFID technology to drive everything from making purchases in our office break room market, opening doors, use of copy machines, logging into our office computers, unlocking phones, sharing business cards, storing medical/health information, and used as payment at other RFID terminals. Eventually, this technology will become standardized allowing you to use this as your passport, public transit, all purchasing opportunities, etc.”
The state laws on social media passwords are intended to protect social media pages that applicants have chosen to keep private. If you have publicly posted information about yourself without bothering to restrict who can view it, an employer is generally free to view this information. However, employers still need to follow other employment rules.
Antidiscrimination laws. An employer who looks at an applicant’s Facebook page or other social media posts could well learn information that it isn’t entitled to have or consider during the hiring process. This can lead to illegal discrimination claims. For example, your posts or page might reveal your sexual orientation, disclose that you are pregnant, or espouse your religious views. Because this type of information is off limits in the hiring process, an employer that discovers it online and uses it as a basis for hiring decisions could face a discrimination lawsuit.

A noncompete agreement is a contract that an employer can use to prevent employees from taking certain jobs with competitors after they leave the company. Sometimes, an employer can make signing a non-compete agreement a condition of employment. These contracts benefit a company by preventing former employees from using trade secrets to give another company a competitive advantage or starting a company that competes with a former employer.
A noncompete agreement can also be referred to as a covenant not to compete, a noncompete covenant, a noncompete clause, or simply a noncompete.
“John Doe,” of Owego, New York, was sentenced today to 57 months in prison for aggravated identity theft and misuse of a social security number. Doe used the name, social security number and date of birth of a homeless U.S. Army veteran to fraudulently obtain $249,811.93 in Supplemental Security Income (SSI) benefits and an additional $588,645.85 in state benefits. Doe’s true identity has yet to be confirmed.
The announcement was made by United States Attorney Carla B. Freedman and Gail. S. Ennis, Inspector General for the Social Security Administration (SSA).
United States Attorney Carla B. Freedman stated: “We don’t yet know the defendant’s name, but we know what he did. Today’s sentence justly punishes him for stealing the identity of a homeless veteran to fraudulently obtain hundreds of thousands of dollars in government benefits. Thanks to the collaborative efforts of local, state and federal investigators, we were able to bring John Doe to justice in spite of not knowing his true identity.”
SSA Inspector General Gail S. Ennis stated: “This individual stole the identity of a U.S. Army veteran to fraudulently obtain Supplemental Security Income benefits, a critical safety net for those in need. This sentence holds him accountable for his unlawful actions. My office will continue to pursue those who steal another person’s identity and misuse a social security number for personal gain. I appreciate the work of our law enforcement partners in this complex investigation and I thank Assistant U.S. Attorneys Adrian S. LaRochelle and Michael Gadarian for prosecuting this case.”
Doe was found guilty following a 4-day trial in May 2022. The evidence established that from approximately 1999 until June 2021, Doe received SSI benefits under the name, date of birth, and Social Security number of a homeless U.S. Army veteran living in North Carolina. When Doe’s use of the veteran’s identity was ultimately discovered and Doe was questioned by federal agents, Doe continued to falsely claim the identity as his own and provided agents with a photocopy of the victim’s birth certificate and Social Security card, claiming these documents were his own. Agents located the veteran and established through fingerprint and DNA analysis that Doe is not the person he claims to be.
United States District Judge Mae A. D’Agostino also ordered Doe to serve a 3-year term of supervised release following his release from prison and ordered Doe to pay a total $838,457.78 in restitution in connection with the benefits he unlawfully received under the victim’s name.
This case was investigated by the Social Security Administration Office of the Inspector General, the Tioga County Sheriff’s Office, the Tioga County Department of Social Services, and the New York State Police, with assistance provided by the U.S. Marshals Service. The case was prosecuted by Assistant U.S. Attorneys Adrian S. LaRochelle and Michael D. Gadarian.

Early one summer morning, Son Yo Auer, a Burger King employee in Richmond Hill, Georgia, found a naked man lying unconscious in front of the restaurant’s dumpsters. It was before dawn, but the man was sweating and sunburned. Fire ants crawled across his body, and a hot red rash flecked his skin. Auer screamed and ran inside. By the time police arrived, the man was awake, but confused. An officer filed an incident report indicating that a “vagrant” had been found “sleeping,” and an ambulance took him to St. Joseph’s Hospital in Savannah, where he was admitted on August 31, 2004, under the name “Burger King Doe.”
Other than the rash, and cataracts that had left him nearly blind, Burger King Doe showed no sign of physical injury. He appeared to be a healthy white man in his middle fifties. His vitals were good. His blood tested negative for drugs and alcohol. His lab results were, a doctor wrote on his chart, “surprisingly within normal limits.” A long, unwashed beard and dirty fingernails suggested he had been living rough. But the only physical signs of previous trauma were three small depressions on his skull and some scars on his neck and his left arm.
We live in an age of extraordinary surveillance and documentation. The government’s capacity to keep tabs on us—and our capacity to keep tabs on each other—is unmatched in human history. Big Data, NSA wiretapping, social media, camera phones, credit scores, criminal records, drones—we watch and watch, and record our every move. And yet here was a man who appeared to exist outside all that, someone who had escaped the modern age’s matrix of observation. His condition—blind, nameless, amnesiac—seemed fictitious, the kind of allegorical affliction that might befall a character in Saramago or Borges. Even if he was lying about his memory loss, there was no official record of his existence. He lived on the margins, beyond the boundaries mapped by the surveillance state. And because we choose not to look at individuals on the margins, it is still possible for them to disappear.

“Schools spent little of $19 million from state on substitute teacher training”
When Debbie Fery started hearing this year from substitute teachers who had not been paid for time spent taking mandatory trainings, it felt personal.
Fery, treasurer and chair of government affairs for the Oregon Substitute Teachers Association, and a substitute teacher herself, took her own fight to get paid for a required safety training to the state’s Bureau of Labor and Industry back in 2020.
“It’s like no one respects us enough to pay for it,” she said.
All teachers are required to take certain training courses, some each year, and most full-time teachers take the classes during the week before school starts when they’re technically back on the clock. But substitute teachers often have to complete the training when they’re not on the clock.
Many of the courses that districts require substitute teachers to take – on things like cybersecurity, federal academic and health privacy laws and what to do in the event of a school shooting – take no more than a few hours online, and by law, districts must pay substitute teachers for their time. But Fery said many aren’t doing so and that state money set aside for this since 2022 has gone unused.
District officials told the Capital Chronicle that’s because they didn’t need the money.
Fery settled her claim of wage theft with the Willamette Education Service District, 16 of the 21 districts it encompasses and the substitute teacher staffing company Edustaff, all of which had told her they didn’t owe her money for the time she spent taking the online courses in 2018, 2019 and 2020.

That piece of human stain, Carnegie: The Homestead Strike was ended after the Carnegie Steel Company asked Pennsylvania Governor Robert Emory Pattison for help and he responded by sending in 8,500 soldiers of the state National Guard. The plant was turned over to the militiamen on July 12, 1892.
The 1892 Homestead strike in Pennsylvania and the ensuing bloody battle instigated by the steel plant’s management remain a transformational moment in U.S. history, leaving scars that have never fully healed after five generations.
The skilled workers at the steel mills in Homestead, seven miles southeast of downtown Pittsburgh, were members of the Amalgamated Association of Iron and Steel Workers who had bargained exceptionally good wages and work rules. Homestead’s management, with millionaire Andrew Carnegie as owner, was determined to lower its costs of production by breaking the union.
Carnegie Steel Co. was making massive profits—a record $4.5 million just before the 1892 confrontation, which led Carnegie himself to exclaim,
“Was there ever such a business!”
But he and his chairman, Henry Frick, were furious workers had a voice with the union.
“The mills have never been able to turn out the product they should, owing to being held back by the Amalgamated men,” Frick complained to Carnegie.
Even more galling for them was that, as Pittsburghlabor historian Charles McCollester later wrote in The Point of Pittsburgh,
“The skilled production workers at Homestead enjoyed wages significantly higher than at any other mill in the country.”
As Sidney Lens pointed out in his classic The Labor Wars: From the Molly Maguires to the Sit-Downs, membership in the Amalgamated Association plummeted from 24,000 to 10,000 in 1894 and down to 8,000 in 1895. Meanwhile, the Carnegie Steel Co.’s profits rose to a staggering $106 million in the nine years after Homestead. And for 26 long years—until the last months of World War I in 1918—union organizing among steelworkers was crushed.

Meta has disbanded its Responsible AI division, the team dedicated to regulating the safety of its artificial intelligence ventures as they get developed and deployed, according to a Meta spokesperson.
Most members of the RAI team have been reassigned to the company’s Generative AI product division, while some others will now work on the AI Infrastructure team, the spokesperson said. The news was first reported by The Information.
The Generative AI team, born in February, focuses on developing products that generate language and images to mimic the equivalent human-made version. It came as companies across the tech industry poured money into machine learning development so as not to get left behind in the AI race. In a Christmas message from the occupied city of Bethlehem on Sunday, Palestinian Christian pastor Munther Isaac delivered an address in which he said the current war on Gaza was “the biggest blow”, and that Christians would not accept words of “delayed remorse”.

“We are angry. This would have been a time of joy. Instead, we are mourning, fearful. More than 20,000 have been killed. Thousands more are under the rubble,” he said.

The Security Council resolution introduced by the United Arab Emirates calls for “full, rapid, safe and unhindered humanitarian access into and throughout the entire Gaza Strip.” It also calls on parties to the conflict to “create the conditions for a sustainable cessation of hostilities.”
The resolution as passed will not likely have much benefit to Palestinians who are starving, displaced and under fire in Gaza, critics say.
More than 20,000 Palestinians have been killed in Israel’s attacks on Gaza since 7 October and thousands more are reported missing, many of them presumed dead under the rubble of destroyed buildings.
By not calling for even a cessation of hostilities, let alone a ceasefire, some diplomats said the resolution is viewed as a green light for Israel to continue its devastating military campaign in Gaza.
Experts say that campaign “now sits among the deadliest and most destructive in recent history,” as the AP news agency reported.
UN Secretary-General António Guterres, in a press statement made after the Security Council vote, excoriated the continuation of the status quo in Gaza, saying “there is no effective protection of civilians.”
He criticized Israel for “creating massive obstacles to the distribution of humanitarian aid inside Gaza.”
Guterres said that “an effective aid operation in Gaza requires security; staff who can work in safety; logistical capacity; and the resumption of commercial activity.”
He noted that 136 UN employees had been killed in Gaza since 7 October and that the Kerem Shalom commercial crossing was bombed “while aid trucks were in the area” on Thursday.
The New York Timesreported that four people who work at the crossing were killed in the strike and that the Israeli military claimed it had “struck armed terrorists near the area of the crossing and that the incident was under review.”

Actor John Schneider called for the executions of Joe Biden and the president’s son Hunter in a now-deleted social media post that drew ridicule and questions about whether he should be criminally charged.
Schneider, perhaps best known for his role as Bo Duke on the TV series Dukes of Hazzard as well as his recent runner-up finish on The Masked Singer, fired off the post on X at 2am local time on Thursday.
“Mr President, I believe you are guilty of treason and should be publicly hung,” Schneider wrote to Biden. “Your son too. Your response is..? Sincerely, John Schneider.”
The comment was a reply to a post from Biden which said Donald Trump – who is facing more than 90 criminal charges as he seeks a second presidency in 2024 – “poses many threats to our country”.

The extended protection could cost taxpayers millions of dollars because of how many people are being protected and how often they travel, The Post says.
For example, according to the U.S. Government Accountability Office, the Secret Service incurred about $396,000 in expenses, “primarily for temporary duty costs, while protecting Donald Trump, Jr. and Eric Trump during three international trips taken in January and February 2017. Eric Trump traveled to Uruguay and the Dominican Republic and Donald Trump, Jr., Eric Trump, and their spouses traveled to the United Arab Emirates.”
The Post also reports that from 2017 to 2019, Trump family members took more than 4,500 trips requiring the Secret Service to travel alongside them, at a cost of tens of millions of taxpayer dollars.
In Trump’s first four trips to Mar-a-Lago in 2017, the Secret Service alone spent about $1.3 million on each visit, and for just one month in 2017, Trump’s travel costs totaled $13.6 million, including expenditures by the Secret Service, the Department of Defense and the cost of renting space and equipment, The Post notes, adding that Trump had made 22 more trips to Mar-a-Lago since then, at a cost of an additional $28 million if the Secret Service’s costs remained constant.

Once the land was cleared, Washington’s three-man Board of Commissioners, who oversaw the new city’s construction, tried to recruit laborers from Europe and America to build the two structures. Unable to find as many workers as they needed, the commissioners turned to African Americans slaves. Most slaves hauled building materials and sawed lumber, but others performed skilled labor such as carpentry, stonecutting, and bricklaying. A list of persons who were employed to build the Capitol and White House, between 1795 and 1800, contains 122 names labeled “Negro hire.”
Wage rolls preserved at the National Archives list the African Americans who worked on these projects as carpenters and brickmakers. One such roll is a 1795 “Carpenter’s Roll” for the President’s House. The document lists four slaves, “Tom, Peter, Ben, [and] Harry,” two of whom were slaves owned by James Hoban, the architect of the President’s House. In the letters of Paul, which are regarded by historians to be the oldest works of the New Testament (written 10 to 20 years after Jesus’ death), Paul mentions, almost in passing, “the Jews who killed the Lord, Jesus” (I Thessalonians 2:14-15). While probably not central to Paul’s understanding of Jesus’ life and death, the idea that the Jews bear primary responsibility for the death of Jesus figures more prominently in the four gospels, Matthew, Mark, Luke, and John, which have slightly different accounts of Jesus’ life.
Matthew, the best-known gospel, describes the unfair trial of Jesus arranged and presided over by the Jewish high priest who scours the land to find anybody who would testify against Jesus.
