That’s the situation King Charles III faced in the US’s largest city on Wednesday, as the monarch arrived to attend a wreath-laying ceremony to honor 9/11 victims. In a letter Tuesday urging the Senate to reject Robert F. Kennedy Jr.’s nomination for health and human services secretary, Caroline Kennedy referred to her cousin as a “predator.”

Caroline Kennedy said she had refrained from speaking publicly about her cousin over the past year due to her role as a former ambassador and a desire not to comment on family members. However, she said in the letter that her father and other family members would be “disgusted” by her cousin’s actions.

“Bobby expropriated my father’s image and distorted President Kennedy’s legacy to advance his own failed presidential campaign, and then groveled to Donald Trump for a job.

“Bobby continues to grandstand off my father’s assassination and that of his own father,” she added. “It’s incomprehensible to me that someone who is willing to exploit their own painful family tragedies for publicity would be put in charge of America’s life and death situations.”

Caroline Kennedy, a former U.S. ambassador to Australia and the daughter of President John F. Kennedy, said RFK Jr. was unqualified to lead HHS, which oversees 13 federal agencies, including the Food and Drug Administration, Centers for Disease Control and Prevention, and Centers for Medicare & Medicaid Services.

Among her many criticisms in the letter to the Senate Committee on Health, Education, Labor and Pensions, Kennedy said that “siblings and cousins who Bobby encouraged down the path of substance abuse suffered addiction, illness and death.”

She also accused her cousin of lacking any relevant experience for the role and said he holds “dangerous and willfully misinformed” views on vaccines. She read the letter aloud in a video posted on X by her son, Jack Schlossberg.

“Bobby is addicted to attention and power,” Caroline Kennedy said, using her cousin’s nickname. “Bobby preys on the desperation of parents of sick children — vaccinating his own kids while building a following by hypocritically discouraging other parents from vaccinating theirs.”

Robert F. Kennedy Jr. did not respond to shouted questions from reporters Tuesday about the letter or his confirmation hearing this week. A spokesperson told NBC News he would not be commenting.

Defense Secretary Pete Hegseth has thrown his support behind proposed legislation that would give combat-wounded service members who are medically retired from the U.S. military their full retirement pay and Veterans Affairs disability compensation.

During a hearing Thursday on the Defense Department’s $1.5 trillion fiscal 2027 budget request, Hegseth said he supports the Maj. Richard Star Act — a bill that would give roughly 54,000 veterans their retirement pay and VA disability concurrently.

“As I have said in the past to other organizations, we support the Richard Star Act,” Hegseth said during questioning by Sen. Richard Blumenthal, D-Conn.

Blumenthal is a lead sponsor of the bill who repeatedly has tried to pass the legislation, most recently, calling in March for a Senate vote. The legislation has the support of 79 Senators and 323 House members.

But it has been blocked by some Republicans over concerns of funding. In March, Sen. Ron Johnson, R-Wisc., objected to Blumenthal’s call for a floor vote, saying the legislation would cost more than $70 billion over the first 10 years of enactment.

Philadelphia’s free Black community

After Pennsylvania passed the Act for the Gradual Abolition of Slavery on March 1, 1780, Philadelphia’s Black population grew rapidly. By 1790 there were about 2,000 free Black residents in the city. Among them were doctors, teachers, merchants, clergymen, sailors and skilled artisans.

In 1787, the same year the nation’s founders met in Philadelphia’s Pennsylvania State House, now known as Independence Hall, to ratify the U.S. Constitution, Black clergymen Absalom Jones and Richard Allen established the Free African Society in Philadelphia. The FAS was America’s first Black mutual aid association, and it provided financial aid to poor and elderly, unemployed and sick individuals, as well as orphans and widows. Jones later formed the African Episcopal Church of St. Thomas, and Allen founded the Mother Bethel African Methodist Episcopal Church, both in 1794.

Beginning in earnest around 1830, Philadelphia’s vibrant free Black community, led by successful Black industrialists and merchants such as James Forten and Robert Purvis, collaborated with local white abolitionists, including Quakers such as Thomas Garrett, to fund and arrange people’s escapes from slavery on the Underground Railroad.
