The federal government on Friday filed a notice of its intent to appeal U.S. District Judge Karin J. Immergut’s permanent injunction barring the deployment of National Guard troops from any state to Oregon.

Oregon Assistant Attorney General Stacy M. Chaffin argued in a brief submitted Friday to the 9th U.S. Circuit Court of Appeals that since the larger panel of 11 judges, known as an en banc panel, was formed on the temporary order, it “may decide all matters in the case including, at the en banc court’s option, future appeals in the same case.”
Chaffin’s brief came in response to the Justice Department’s motion to dismiss its appeal of Immergut’s Oct. 4 temporary restraining order. The federal Justice Department has argued the temporary order is now moot.
The state is opposed to the dismissal, noting that Immergut also is still considering whether to hold the federal government in contempt of that order for allowing nine Oregon National Guard troops to remain at Portland’s ICE facility for about seven hours after her order was issued.

But if the Supreme Court decides how to interpret the language of the federal statute that Trump invoked to federalize Guard troops in both Chicago and Portland, then that ruling would be binding here, Yin said.

A federal program that helps young people from migrant families attend college abruptly halted this year after the Trump administration eliminated funding for migrant education.
The College Access Migrant Program gave five-year grants to schools including Washington State University, Oregon State University and Boise State University. The University of Washington used the funds to send recruiters to agricultural communities across the state, including Connell High School, north of Pasco. That’s where Xitlaly Mendoza, whose parents are migrant farmworkers from Mexico, learned about the program.

Paul Watson urged delegates this week at the U.N. climate summit in the Amazon city of Belem to look beyond the world’s forests and remember that oceans also help to limit climate change, with phytoplankton producing much of the oxygen that we breathe.

Hundreds of top economists and other experts, including former U.S. Treasury Secretary Janet Yellen, called on Friday for the world to set up an independent international panel on income and wealth inequality.
The call in an open letter came before the Group of 20 summit in South Africa next weekend, when a report on global inequality chaired by Nobel Prize-winning American economist Joseph Stiglitz is due to be presented to world leaders.
That report, which was released this month, said that the world is facing an inequality emergency as well as a climate emergency, leading to more political instability and conflicts, and “decreased confidence in democracy.”
Between 2000 and 2024, the richest 1% captured 41% of all new wealth created in the world, the report said. Meanwhile, one in four people globally — around 2.3 billion people — now face moderate or severe food insecurity, meaning they regularly skip meals. That number has increased by 335 million people since 2019, the report said.
