An Oakland County (Detroit) physician is headed to prison for illegally prescribing controlled substances.

As reported by the Department of Justice, Scott Henry Cooper, 61, was ordered to spend five years in prison at his recent sentencing hearing before United States District Judge Denise Page Hood.

Cooper, who worked as a primary care physician at Comprehensive Medical Associates on Haggerty Road in West Bloomfield from 2013-2018, pleaded guilty last April to a charge of illegally distributing prescription drugs. That charge stemmed from Cooper writing monthly prescriptions for three years to a man in prison, despite never seeing or examining him, and allowing a relative to pick up the drug orders at the clinic where he worked.

When the patient was released from prison, Cooper reportedly continue to prescribe the same drugs he had been prescribing while the patient was incarcerated.

According to federal court records, prescriptions under the inmate’s name totaled more than 7,000 oxycodone pills, despite no determination of medical necessity. Cooper’s plea agreement called for a sentence of at least 44 months in prison.

According to the DOJ, Cooper’s patients included those seeking highly-abused controlled substances such as oxycodone, hydrocodone, methadone, Xanax and Adderall. Cooper’s patients included those on Medicaid — which he reportedly considered to be problem patients that he didn’t want to see and often didn’t, though he continued to prescribe controlled substances to them.
